The 19th session of the expert segment of the African Ministerial Conference on the Environment (AMCEN) kick off today at the Skylight international hotel, Addis Ababa, Ethiopia, the seat of the African Union.

The conference is broken down into two segments: an expert segment that starts today and continues up to Wednesday 16 August 2023 and a ministerial segment to be held on 17 and 18 August 2023.

UNEP’s Pre-AMCEN regional consultative meeting which brings together civil society actors conducted on 12 & 13 August 2023 in advance of the AMCEN session and prepared their input for the main session.

The president of the AMCEN Mr. Baba Drame, from Senegal invited the speakers and Opening statements is delivered by Mr. Mohamud Ali Hashi, Chair of the Technical Committee of the Africa Diplomatic Corps, Nairobi; Ms. Rose Mwebaza, Director and Regional Representative, Africa Office, UNEP; H.E. Mr. Sandokan Debebe, State Minister, Ministry of Planning and Development, Ethiopia, who officially opened the meeting.

In the opening remarks it was stated that, the 19th AMCEN meeting will be held under the theme “Seizing opportunities and enhancing collaboration to address environmental challenges in Africa”. The theme needs scaling up of existing initiatives, taking advantage of new opportunities as well as enhancing collaboration and strengthening the role of those institutions that support implementation of regional and global outcomes.

After the adoption of the agenda which is presented by the AMCEN president, the expert’s group meeting continues based on the adopted agenda and the first session was Consideration of the report of the secretariat.

The inter-sessional report of the secretariat for the period from September 2022 to July 2023 is presented by the secretary of the AMCEN, Mr. David, for consideration at this 19th session. The report describes the status of implementation of decisions adopted by the Conference at its resumed eighteenth ordinary session, held in Dakar, Senegal from 12 to 16 September 2022, and of other related initiatives during the reporting period. Discussion by delegates of different countries on the report and its progress and other topics is ongoing.

In the afternoon session two side events will be conducted on topics “Amplifying meaningful youth engagement at UNEA 6 and Africa Climate Summit” and “Just transition from fossil fuel to renewable energy for all”
